Digital Divide

World Resources Institute Digital Dividend The  Digital Dividend "goal is to identify and promote business solutions to the global digital divide—sustainable models that will allow ICT-for-development to "go global," creating social and economic dividends in poor communities around the world." The Website includes a well designed data base on ideas, project, materials, press articles and case studies.

Global Information and Communication Technologies Department This merger of IFC and Worldbank's telecommumications groups (January 2000) fights digital disparities in a joint effort. One recent initiative is the Summit of the Americas ("Bridging the Digital Divide in the Americas"). The website offers examples for ICT applications worldwide.

Digital Opportunity Task Force The institutional set-up of the G8-members, joining forces under the Okinawa Charter on the Global Information Society. The 'Dotforce' includes members from the public, private and not-for-profit sectors and participants from developed and developing countries. Its website is a work-in-progress activity that contains all relevant documents and links for 'digital divide' activitists and practitioners. UNDP and the Worldbank provide the Secretariat for the 'Dotforce'.

Bridging the Digital Divide The programme by DFID/UK was launched in recognition of the potentials of ICTs to reach development targets for poverty alleviation and enterprise development. It aims to address key barriers to access ICTs that keep a great scepticism among policy makers until present. At enterprise level, the programme sees many opportunities for small entrepreneurs to gain access to timely and valuable information as a key intangible resource

Digital Forum The OECD-Forum "Digital Opportunities for Poverty Reduction. Addressing the International Digital Divide" was organised in response to the Digital Opportunity Taskforce in March, 2000. Integration of ICT in existing development efforts, assistance for developing countries to develop ICT-strategies and training, local content and languages as keys for success were among the main goals/conclusions of the forum.

Digital Opportunity Initiative The DOI is a partnership between the UNDP, Accenture (a US$10 billion global management and technology consulting under the Anderson Group) and the Markle Foundation (a not-for-profit philantrophy working on emerging communications media and information technology). DOI has compiled a substantial report on ICT for development ("Creating a Development Dynamic", July 2001) in which it establishes five key differentials for a dynamic ICT-for-development scenario, i.e. infrastructure; human capacity; policy; enterprise; content and applications.

ICT International

Department for International Development (DFID) The UK Department for International Development (DFID) adopted in its recent studies on ICTs a broad coverage of technologies "…used for the collection, processing and transmission of information." It identifies four functional areas for ICTs and enterprise operations: 
ICTs as an enterprise output;
ICTs as a primary processing technology; other ICT-related support activities;
ICTs as a secondary processing technology.

GTZ - e-business A research project on e-business of the German Agency of Technical Co-operation, mainly focused on the question how e-business influences the development of small and medium enterprises.

iConnect online: Applying Knowledge to Development iConnect is is hosted by the IICD, funded by DFID, DGIS, and the SDC, and (as described in its web page) seeks "to promote the effective exchange of knowledge and learning on the use of ICTs (and knowledge more generally) in development."

Institute of Development Studies The ICT Working Group of IDS is a multidisciplinary group established to promote a poverty focussed, sustainable approach to the use of ICT in DFID’s activities. The use of ICTs is already very widespread in DFID programmes e.g.distance learning, information systems, remote healthcare, connectivity, ID21

Information and Communications Technologies for Development UNDP's ICT-Programme looks at the potential gains of using ICTs for faster delivery and a more adapted content of technical assistance for people in hitherto unreached/underserviced areas and sectors. The programme assists in awareness raising, increased connectivity, and human and social capacity building. It conducts pilot projects to test feasible ICT-approaches / tools, and enters partnerships to put more weight into research and infrastructure development. The web site of this program is a 'work-in-progress' resource tool meant to capture activities and trends in the ICT area (UN and non-UN initiatives).

International Telecommunication Union - E-strategy ITU fosters the deployment of secure, cost-effective and sustainable IP-based infrastructure and value-added services in developing and least developed countries by (1) putting in place a comprehensive action plan, (2) enabling public and private sector entities to participate in the development of the core infrastructure through the use of value-added e-services and (3) encouraging the participation of various types of partners through a technology neutral and non-exclusive framework.

International Institute for Communication and Development IICD (established 1997 by the Netherlands Minister for Development Co-operation) assists developing countries to realise locally-owned sustainable development. IICD's strategy bases mainly on a series of integrated Country Programmes: (1) Facilitation of Roundtable Processes in developing countries for formulation of ICT-supported policies and projects; (2) Organisation of Capacity Development activities to develop the skills  identified by the local partners; (3) Drawing on the IICD global network to provide information and advice to the local partners, fostering local information exchange networks on the use of ICTs for development.
