Module 2 Evaluating ICT infrastructure

Key Issues

BIS can be flexibly designed according to different standards of development of the national ICT-infrastructure. The ICT-structure of levels of a BIS can be designed e.g. as a stand alone PC provided with regularly updated CD ROMs to independent local area networks, highly integrated internet-based solutions. But in countries where the telecommunication sector is still highly regulated, where IT-services are mostly slow and outdated and telephone charges high in relation to the income, a BIS might not be profitable.

However due to its long-term perspective not only the status quo but also the dynamics of the sector in a country is important. For example, in a country where the telecommunication sector has just been liberalized, increased competition will lead to much better services at reduced prices within two - three years. Then BIS might come "just in time".

The module answers the following key questions:

  • Does the ICT-infrastructure and the dynamics of the sector allow the implementation of BIS under market conditions?
  • If yes, what is the best technical design of BIS under the given conditions?
